Starbucks is making plans to start opening some of its cafes in parts of the country where coronavirus cases have plateaued or declined. The chain, which closed its US restaurants to all but drive-thru traffic on March 21, will consult with local officials, gauge community sentiment and take a “monitor and adapt” approach to reopenings.
