Future NYC hotels may face special permit hurdle

New York City’s Department of Planning is proposing to extend citywide a current requirement for special permits in some zoning districts for new hotels. The measure, aimed at discouraging projects that cause “conflicts” or “nuisances,” is justified despite the industry’s depression because the development pipeline remains robust.
